Transformation from a Player to a Billionaire?

It is now a trend in India that a successful sportsman is en route to the billionaire club?

With all honor to the players who have brought laurels to this country, this expression of mine is to analyze why does not the government spend the money in identifying and growing successful players rather than making one successful player a billionaire. 

Being a fan of great sportsman's in India like Sachin, Anand, Dhoni and more to come, why does the government keep making their bank balance fat for every match they win. These players today expect a recognition rather than the money. The recognition given by the government in making him the member of parliament, the warm recognition given when anand landed in Chennai, and the entire country saluting the captain of India during his world cup win. So why don't we give them the recognition what they expect rather than the cash prizes that increase their bank balances. Rather spending these amount on these players, why don't they spend this money in growing more Sachin's, Anand's and Dhoni's...although the government claims that they spend more money on the development of sports in this country. But why are we not able to even increase our gold count in Olympics. 

Don't we have the skills or the people to do it? I think it is the infrastructure and the governance that needs to support this system. 

So why not spend on the upcoming sportsman rather than making the successful players more rich...
